Does anyone know of a free create a “classified ad” free web site?

I’m trying to make a classified ad web site the same style as olx but much much smaller and can’t find any good sites to download free or pay. Preferably one that’s administered by the visitors to upload info or photos.

You’re not going to find anything free like that.
There is a web hosting company called WebHostingPad. Buy one of their hosting accounts for hella cheap, as low as $1.99 a month. You can even get a free domain name with coupon code FREEDOMAIN. Then login to the cPanel control panel, scroll down to the Software section and click on the Softaculous script installer. They have tons of free scripts you can install on your website, including classified ad scripts.
